Costing of a Canadian Council for the Protection of Human Research Participants


The Sponsors' Table for Human Research Participant Protection was formed by a group of organizations that share a common interest in promoting research involving humans that meets the highest standards in excellence and ethics. This interest involves exploring new ways to encourage ethical practice, including accreditation or alternative systems for human research participant protection.

To pursue this interest, the Sponsors' Table created the Experts Committee for Human Research Participant Protection in Canada, with a mandate to provide advice on the development of an enhanced oversight system for human research protection in Canada. As part of its work, the Experts Committee wishes to consider the financial and resource implications of its proposed.

To this end, Health Canada retained the services of Government Consulting Services (GCS) to develop a costing model that could be used to estimate financial and resource requirements. This report documents or annotates the model, describing the inputs used to calculate resources and costs, and related methodology. The input variables shown, and resulting cost estimates, attempt to reflect the accreditation system that has been proposed by the Experts Committee.
